It could be argued Comey went to far in his remarks. He was supposed to determine if anything was done that broke the law. He found that there was nothing. There was no reason for him to go beyond that. There is a lot of people to blame. Probably those people in the State Department who did not properly advise Clinton are the most to blame. Somehow she was not informed by her staff that she needed to request permission to use her own server.
